Developing Social Welfare Practice Competence Scale for Unification Period in Korea

Abstract
The purpose of this study is to develop and verify the validity of the scale of Social Welfare Practice Competence for Unification Period (SWPCU) in response to the current need for preparing for unification. For this study, we used a triangulation research method consisting of literature review, focus group interviews and and quantitative approach. SWPCU was conducted of five factors (knowledge, skills, self-reflection, perspective, and resources) through literature review and FGIs. Based on this, 47 preliminary questions of the SWPCU scale were organized. A total of 274 social workers responded to the survey, and they were randomly divided into two groups by scale development sample (n=137) and validation sample (n=137). We used exploratory and confirmatory factor analyses to construct a structural model and to verify the construct validity. Finally, SWPCU consisted of four sub-factors of technology, resources, knowledge and perspective, and a total of 16 questions. The concept of SWPCU that is essential to Unification period can be defined in the field of social welfare practice. Also, the developed scale can be used as a tool for empowering social workers in preparation for unification.
